Oversight and regulation of consumer privacy must be flexible, technology-neutral, even-handed and consistently applied across the Internet.  Rules and protections should be based on the sensitivity of information and how it is used rather than the service or entity that obtains the data.

Consumers expect their online data to be protected by a comprehensive and uniform privacy regime that applies across the entire Internet ecosystem and includes operating systems, browsers, devices, ISPs, apps, online services, and advertising networks.
